At the time that I heard this, we weren't engaging in online conversations the way we do now so I would think (but am not certain) that it only refers to actual face-to-face conversations.
My personal view is that the more online contact we have with people the more important it is to have actual face-to-face conversations and four a day seems like a reasonable number. Speaking to someone face-to-face requires a much different skill set and socialises us in very different ways to online contact.
